Is Dubai Expensive? Where the Money Actually Goes
Not a daily budget calculator: the three decisions that set most of the bill, plus the fee that gets added to every hotel night and nobody prices in. Which Burj Khalifa ticket to book, what is actually free at Dubai Mall, and which desert safari has 4,000 reviews behind it instead of none. Checked against the operators and the government, dated on the page.
Most answers to “is Dubai expensive” are a daily budget calculator: hostel versus five-star, street food versus fine dining, numbers that tell you nothing about the three tickets you are actually going to buy. Food and transport in Dubai run close to Western European prices either way. What actually swings a trip’s cost is which tier you pick at the tower everyone photographs, whether you pay to walk through the tank you can already see for free, which desert tour you book among hundreds that look identical from a search results page, and a flat government fee that shows up on every hotel bill but almost nobody prices in beforehand.
Desert safari: the one with 4,000 reviews behind it
Search “Dubai desert safari” and hundreds of nearly identical listings come back: dune bashing, a camel ride, henna painting, a BBQ dinner, a fire show. Almost all of them run the same afternoon-to-evening format, picked up from your hotel in time to reach the dunes for sunset, not before dawn. What actually separates them is review volume and price, not the itinerary.

The default pick: cheapest of the two, and the only one in this research with enough reviews to trust the rating instead of guessing from a handful.
Evening Safari, Dune Bashing & Live Shows
Costs about 40% more than the option above and rates a shade higher, but on a much smaller sample of reviews. Reasonable if the higher rating and a smaller group matter more to you than the price gap.
The first option has the most bookings and reviews of any Dubai tour in this research, at a lower price than most of its competitors. Neither involves a pre-dawn pickup: that belongs to a hot air balloon flight, a different, pricier product with far fewer reviews behind it.
Burj Khalifa: which ticket, and why Silver is the one to book
At the Top, the official ticketing operation for Burj Khalifa, sells three tiers. The difference between them is not really the view, all three reach a floor high enough that Dubai looks the same underneath you; it is the floor number, whether a host guides you around, and what food or drinks come with it.

Most published photos from Burj Khalifa, including the ones used to sell the tower, are taken from levels 124 and 125, which is the Silver ticket. Gold reaches 24 floors higher and adds a host and refreshments; Platinum adds a lounge and an outdoor terrace tour at more than five times the Silver price. Unless the lounge experience itself is the draw, Silver gets the photo everyone else paid triple or quintuple for.
One thing we checked and did not find: a sunset price premium. Several older blog posts describe evening slots costing more than daytime ones. On the date we checked live, every time slot for every tier carried the same price. Pricing may still change by date closer to peak season, so check the live calendar before assuming a number from any article, including this one.
One thing we checked and would flag: third-party sites resell the same Silver ticket at a markup, AED 176.93 on Viator against AED 149 booking direct, for a ticket rated lower there (3.68/5) than what most visitors report. Book the plain ticket at ticket.atthetop.ae, not through a reseller. Where a reseller does add something real is a guided experience built around the ticket, not the ticket alone:

Not a substitute for booking Silver direct if all you want is the deck. This bundles the ticket into a private guided tour of the city, which is a different, pricier product, worth it only if you also want the guide and the rest of the itinerary.
The walk from Burj Khalifa to Dubai Mall, and why the month decides it
The two sit close enough that most visitors do both in one trip, but "close" means something different in January than it does in August.

A 12-minute walk in January, at a feels-like 22.9°C, is simply a walk. The same 12 minutes in August, at a feels-like 44.5°C on one of 22 days a year past 40, is a reason to use the air-conditioned walkway inside Dubai Mall or a taxi instead of the outdoor boulevard, whatever a map suggests about the distance being trivial.
Dubai Mall: what is actually free, and where the trap is
Walking through Dubai Mall costs nothing: the building, the Dubai Fountain shows outside it, and the view of the aquarium tank through the glass wall on the ground floor are all free. The trap is assuming that view is the same as the paid attraction behind it.

Traveler ratings for the paid walk-through experience are mediocre compared to what else that budget buys elsewhere in this city. If the free view through the glass wall satisfies the “I saw the aquarium” box, that is a reasonable place to stop.
The fee that shows up on the bill, not the search result
None of the three decisions above are the only thing that adds to a Dubai trip. Every hotel stay carries the Tourism Dirham Fee, a flat charge per room per night set by the city, in addition to the 5% VAT already folded into the room rate. It is small per night and easy to miss when comparing hotel prices between cities, which is exactly why almost no article prices it in.

The refund will not offset a hotel stay, but it applies to a lot of the shopping that draws people to Dubai Mall in the first place, claimed at validation points before departure.
Is Dubai expensive to visit?
It depends far more on which tickets you buy than on daily costs like food or the metro, which are close to Western European prices. The three decisions that move your total the most are the Burj Khalifa ticket tier, whether you pay to go inside the Dubai Aquarium, and which desert safari you book, and all three have cheap, well-reviewed options next to expensive ones with barely more to show for it.
Which Burj Khalifa ticket should I book?
Silver, at AED 149, for most visitors. It reaches levels 124 and 125, the same view height that most photos from the tower are taken at. Gold and Platinum cost AED 399 and 769 and add a higher floor, a guided element and food or drinks, not a meaningfully different view.
Is the Dubai Aquarium and Underwater Zoo worth it?
For most people, no. You can see the tank itself from inside Dubai Mall for free. Paying to walk through costs roughly AED 184 to 250 depending on the package, and bookable reviews for it sit in the 3.6 to 4.25 out of 5 range, mediocre next to what else that money buys in Dubai.
How far is Burj Khalifa from Dubai Mall?
About 1.0 km, a 12-minute walk along the boulevard connecting them. In January that is a pleasant stroll; in August, with an average feels-like temperature over 44 degrees Celsius, most people take the air-conditioned mall link or a taxi instead.
How much does a desert safari cost in Dubai, and which one should I book?
The most-booked evening safari, dune bashing, a camel ride and a BBQ dinner with live shows, starts from about $32 per person and has over 4,000 reviews at 4.75 out of 5. Pricier options in the same category do not have meaningfully more included, just a higher markup.
Does the Dubai desert safari really pick you up at 5am?
No, and be wary of anything that claims that for a standard dune-bashing safari. The well-reviewed ones run in the afternoon and evening, with hotel pickup timed to reach the dunes for sunset. A 5am pickup belongs to a different product entirely, a sunrise hot air balloon flight, which costs several times more and has a fraction of the reviews.
Is there a hotel tax or tourist fee in Dubai?
Yes, the Tourism Dirham Fee: AED 7 to 20 per occupied room per night, depending on the hotel's star rating, capped at 30 consecutive nights. It is set by name and amount in Dubai's Executive Council Resolution No. 2 of 2014, and hotels are legally required to itemise it on your bill rather than fold it into the room rate.
Can tourists get VAT back on purchases in Dubai?
Yes. The UAE charges 5% VAT on most goods and services, and the Federal Tax Authority runs a refund scheme for tourists on eligible purchases, in place since November 2018. Refunds are claimed at validation points before departure, in cash up to AED 35,000 or with no cap back to a card.
